Community Development
The Community Development Department is responsible for Planning and Zoning, Building & Safety, Economic Development and business assistance, Code Compliance and Parking Enforcement. It is also responsible for affordable housing programs. The Department also acts as primary liaison with the commercial Oxnard Harbor District (Port of Hueneme).
COUNTER SERVICES
City Hall Reception/Counter Services is an integral aspect of Community Development's Administration. Staff provides bilingual City Hall reception, counter services, and issuance of miscellaneous documents including:
- Animal licenses
- Beach/neighborhood parking passes
- Bus passes
- Vehicle releases (payable in cash only)
Please note that the hours for Community Development and Finance are from 8:00 a.m. through 5:00 p.m. Monday-Thursday, and alternating Fridays (see calendar for Fridays the City is open).
ONLINE PERMITTING IS HERE! We are excited to announce the City of Port Hueneme is replacing its current permitting and business license software with the new OpenGov software system.
What this means for you - The advantages of the new system will be to: allow the public to apply for a variety of Planning, Building and Public Works permits, as well as business licenses, on-line; pay for the permits on-line; and check the status of their applications without the need to come into City Hall. The new system will also allow City staff to more seamlessly process these applications, resulting in faster processing times.
If you do not already have an account, we encourage you to set up an account with opengov.com, to be able to use the new program when it comes on-line. City staff will be available to assist you with any issues in submitting or checking your application.

ANNUAL BEACH PARKING PASSES
Parking permits for 2023-24 will be available for purchase beginning Thursday, June 29, 2023. Permits may be obtained in-person at Port Hueneme City Hall. Alternately, applications and payment may be submitted via U.S. mail or placed in the City’s utility payment drop box located at the exit of the City’s Pearl Street parking lot. If you are mailing or placing your application in the drop box, please include a check or money order payment only. All forms of payment are accepted for in-person applications. The parking permit application, instructions, and fees may be obtained here. Proof of current registration for ALL vehicles is also required. If you do not have access to a printer, please call (805) 986-6552 to request an application be mailed to you. If you choose to have your parking permit mailed to you, the City is NOT responsible for lost or stolen permits.

Garage sales: No more than 2, 2-day events may be held per residence per year and there is a $22 permit fee. To apply for a garage sale permit, please use to the City's online permitting system, OpenGov, which can be accessed from the Planning Division's webpage at: https://www.ci.port-hueneme.ca.us/924/Planning-Zoning.
Landscape Design Guidelines Update
The City is in the process of updating its outdated Landscape Design Guidelines and its Design Theme. The City’s Landscape Design Guidelines and its current Design Theme of Coral trees, green pylons and wood signs date to the early 1990s. Since then, many new water-conserving regulations have been put into place and the landscaping in many of the City’s developments has become overgrown and difficult to manage. Therefore, new Guidelines and Policies are being considered to help guide everyone in the City who is interested in replacing their landscaping with an updated plant palette consisting of native and/or drought-tolerant plants, revised policies for replacing landscaping and other related items. In celebration of the City’s 75th Anniversary this year, we’re also exploring the potential for an updated City Design Theme, which could incorporate modified or new signage and themed landscaping at the City’s main gateways and other prominent locations.
